Drs. Stephanie Murphy and Sara Shuman, Associate Research Professors and Associate Director Claudia Powell, Research Professor, at the Southwest Institute for Research on Women (SIROW), in collaboration with with colleagues at the Arizona Housing Analytics Collaborative have a new publication in the Journal of Social Service Research titled “The Need/Use Framework: A New Framework for Increasing Equity in Homeless and Housing Service Provision.” The publication posits that for people experiencing homelessness, the concepts of ‘service need' and ‘service use' are not interchangeable and that assuming a direct association risks obscuring important disparities in access and outcomes. Instead, engagement with homeless and social support services are greatly influenced by systemic barriers, eligibility criteria, and system responses
